Sheriff’s office: Missing murder suspect has keys to Cal Fire facilities throughout California

A state battalion chief suspected of homicide possesses keys to fire gates, trails and Cal Fire facilities statewide, according to the Sacramento County sheriff’s officials, who say Orville “Moe” Fleming should be considered armed and dangerous.

Further investigation of sheriff’s homicide detectives indicates that Fleming, who is suspected of killing 26-year-old Sarah Douglas on May 1 at their south Sacramento County home, fled the area in an unknown vehicle, according to a Sheriff’s Department news release. Sheriff’s officials described Fleming as an avid outdoorsman who frequents the Sierra, Santa Cruz mountains and the Yosemite Valley. As a California Department of Forestry and Fire Protection battalion chief, he has keys to the agencies’ facilities statewide.

Fleming, 55, has not been seen since last week when Douglas, 26, was found stabbed to death in the home they shared on Fox River Way near Calvine Road. His Cal Fire pickup truck was found the night of May 1 in Elk Grove. Douglas was killed early that morning.

Investigators have learned that Fleming had contact with many escorts he met through the website MyRedbook, an online hook-up site. Sacramento County Sheriff's Department spokeswoman Sgt. Lisa Bowman said there are indications that Douglas had worked as an escort and that is how she met Fleming two years ago.

Detectives are looking into whether someone Fleming knew, either through meeting women on MyRedbook or through his personal or professional life, picked him up from where his truck was dumped and then drove him away.

Fresno television station KFSN, based on an interview obtained from sister station KXTV in Sacramento, is reporting that the fugitive’s wife claims Fleming and other firefighters had sex with prostitutes.

Fleming’s wife, Meagan Fleming, said that Douglas demanded payment from her for her husband’s debt. KFSN quoted her as saying:

“She said to me and my daughter and my son, ‘if your husband doesn’t pay, your husband is going to go to jail and I have a sex tape of him being at the academy with firemen.’ I saw not only my husband but other men, I will not implicate their names, with prostitutes and firemen at the fire department.”

Meagan Fleming said that she once saw the sex video when she saw her husband viewing the recording of the alleged trysts.

An online post of the conversation on the KSFN’s website quotes Meagan Fleming as saying, “Sarah Douglas with other firemen and him. Having sex,” Fleming said. “Sex on a firetruck. Sex on a firetruck …With … with, with firemen and I know it was her, her, she was there.

“It was definitely her. And my husband. But I don’t know who else.”

The Fresno station said that Meagan Fleming made the claims against firefighters at the Ione Fire Academy, where Orville Fleming has taught.

Efforts to reach the family of Sarah Douglas were not successful.

Daniel Berlant, Cal Fire spokesman, said the allegations are serious but unsubstantiated.

If the Sheriff’s Department confirms the allegations “we are absolutely prepared to take any necessary action. This type of alleged behavior is not tolerated,” Berlant said.

Fleming’s father, James Fleming of Clovis, said he had been besieged by media inquiries and declined to talk with a reporter about his son.

Sheriff’s officials said Fleming has been known to change his appearance by shaving his head and mustache. He has obvious tattoos on his left arm and bicep and often wears a baseball cap. Officials said Fleming likely has cuts to one or both of his hands, injuries allegedly sustained in the homicide, that should require bandages. He also is known to have a .45-caliber pistol and a .25-caliber pistol, which are unaccounted for, they said.
