Re "Steinberg still thinks term can be a success" (Page A1, May 10): Senate President Pro Tem Darrell Steinberg bears some responsibility for lack of ethical oversight in the Senate. It is not sufficient for him to rationalize that others have done similar things in the past. "We've always done it that way" is a poor substitute for ethical analysis. And while some unethical acts may be inevitable, successful leaders set their ethical priorities at the outset, not just with after-the-fact classes, particularly when they should know that their organizational culture has high potential for ethical abuse.
