Carmichael confirmed as police chief at UC Davis

Matt Carmichael has been named permanent chief of police at the University of California, Davis.

Carmichael has held the position of interim chief since 2012 when he took over after then-Chief Annette Spicuzza was placed on administrative leave following a pepper-spraying of students that garnered nationwide.

Since then, he has worked to earn wide respect on and off campus, said Chancellor Linda P.B. Katehi in confirming Carmichael’s appointment as chief on Wednesday. A Student Advisory Council was formed to strengthen links between the police department and students and a police cadet program was instituted.

Carmichael has 30 years in law enforcement. He joined the UC Davis force in 2002 as a lieutenant.

A nationwide search was conducted to find a new chief. UC Davis officials said that Carmichael emerged as the top choice. He will earn $164,000 a year.

In the months following the pepper-spray incident, former state Supreme Court Justice Cruz Reynoso issued a report highly critical of department procedure and practice; then-police Chief Spicuzza retired under fire; John Pike, the police lieutenant who sprayed students at close range, was fired; and UC Davis paid a $1 million settlement to the 21 students involved in the incident.

The department has 50 sworn officers, providing patrol, investigative and crime prevention on the Davis campus and at the UC Davis Health System in Sacramento.
