Bags or behavior

Re "Time to bag the plastic" (Forum, May 18): Mariel Garza's diatribe against plastic and paper bags for customers misrepresents the facts and is a ruse. Her real intent, and that of the legislation, is stated at the end of her article. It is to change behavior, like it or not.

The legislation itself proves this. The charge of ten cents per bag is nothing but a bribe to the stores to support the legislation; otherwise the charge would go to cleaning up the environment, the stated goal of the legislation. It's not about bags; it's about controlling your behavior.

Indeed, a major problem in California is that politics is used control its citizens' daily lives. This has given the state a bad name and restricted the rights and lives of its people. Politicians are supposed to represent us, not repress us.
