Re "Bay Delta Conservation Plan is a 50-year gamble" (Viewpoints, May 18): Everything John Kirlin says about the BDCP is true. What he leaves out is that the 50-year water policy decisions were drafted by the water agencies themselves. They are the ones who started this policy, and they are out to get their own way. What is most profitable from them is most detrimental to the Delta and the people of California. Can you say "water grab?"
The BDCP's own EIR/EIS says habitat restoration must be vetted at the completion of the dual tunnels because it all has to be tested together to see whether it's going to work to the benefit of the ecosystem. Yet, the DWR is going ahead as if they know what they are doing
