Unfair welfare rule

Re "Unfair welfare rule hurts California kids" (Viewpoints, June 3): This opinion piece makes some good points about the benefits of early childhood education, but the authors are guilty of doublespeak in defending the welfare status quo.

The rule prohibiting a mother already on welfare from receiving an additional benefit from having another child is not necessarily "unfairly based on the assumption that low-income mothers have more children just to increase the cash they receive from the state." It may simply be based on the idea that a mother who cannot support her children should have the common sense not to have more until her situation improves.

"Multiple studies have shown that poverty is toxic to children." Actually, the dysfunctional cultural values of America's underclass are toxic to children. Throwing cash at that problem doesn't work.
