With the president expected to sign the Water Resources Reform and Development Act soon, the wheels could start turning almost immediately to lift a de facto building ban in north Natomas and resume construction on lots left vacant since 2008. That was when the Federal Emergency Management Agency required new construction to be elevated above the flood plain because of worries that Natomas-area levees could fail. The prohibitive cost of such construction amounted to a moratorium.
