Rio Linda homicide suspect charged as an adult

The 16-year-old male accused of fatally shooting a Rio Linda man in his home on Father’s Day has been charged as an adult.

Jacob Wilcoxen was arraigned last week on a charge of murder. He stands accused in the death of Bill Stidman, 54, a former Marine and police officer who most recently worked at the San Juan Unified School District.

The Bee is naming the juvenile suspect because he has been charged in adult court.

Sacramento County sheriff’s detectives determined the shooting followed an argument between Stidman and the suspect, who had been invited into the Dolphin Way home by one of Stidman’s foster children.

Stidman had four grown children and was stepfather to a fifth. He and his wife, Jean, decided to become foster parents several years ago, according to the Stidman family. They most recently were caring for several foster children ranging from 8-to 16-years old.

Wilcoxen is scheduled to appear in court July 3.
