Did they ever arrest the person in the 1997 botched robbery attempt in which Arthur Chavez lost his life on Dry Creek Road in Del Paso Heights?

Frank Romano was arrested and charged with murder and attempted robbery after he allegedly shot and killed his partner during a botched robbery in November 1996.

According to stories in The Bee, Arthur Chavez Jr., 24, and Romano, then 28, had planned to rob a man who lived in a camper shell on property owned by Romano’s father in the 4900 block of Dry Creek Road. Police said Chavez and Romano had seen the 30-year-old intended victim with several hundred dollars earlier in the evening.

The intended victim told police he was jumped and hit in the head with a blunt object, possibly a gun. He fell and as he started to run away, he heard two gunshots.

Chavez was found with a gunshot wound to the head, a Halloween mask in his pocket and a knit cap pulled over his head, police said.

A warrant was issued for the arrest of Romano, a recent parolee, who subsequently surrendered to authorities.

According to Sacramento Superior Court online records, the murder and attempted robbery charges against Romano were dismissed in January 1998.
