Re "Hefty overwatering fines would make clear California is in a drought" (Editorials, July 14): As a 60-plus year resident of the city of Sacramento, I can sum up in one sentence why there is only a 5 percent reduction. I would say that not even half of Sacramento has water meters, so people wonder why East Sac has such lush lawns. There aren't water meters there, but my area got them first.
So, city of Sacramento, what is the holdup on these meters?
