Drought: State needs a water czar

Re "Emergency rules would add teeth to California water-conservation rules" (Business, July 9): What we thought was happening statewide (a five percent drop in water usage) turns out to be a one percent increase. Clearly, voluntary efforts to cut water consumption isn't the answer.

I have said it before and I'll say it again: California needs a water czar. Well-intentioned lawmakers have too much on their collective plate to deal with the state's drought. We need one person whose sole purpose is to ensure a parched California has enough water.

With apologies to the governor, the state's water czar must make everyone understand, "Brown is the new green."
