Re "A plan to prevent copper pollution is fatally flawed" (Viewpoints, July 19): The State Water Resources Control Board should return the flawed Marina del Rey copper regulation to the regional board so that it can be revised to eliminate the liability of individuals as responsible parties, Los Angeles County's scientific studies can be completed and stakeholders can be engaged in a meaningful discussion.

The state's largest recreational harbor and the state itself deserve a copper solution that is comprehensive, effective and reasonable.
