Death penalty: a failed public policy

Re "State chastised for slow-walking the 'long walk' " (Editorials, July 22): Whether Judge Cormac J. Carney's decision is a victory for death penalty opponents or a condemnation of California officials' mishandling of capital punishment, the fact remains that it is a failed public policy.

Perhaps California should join the 18 states and most of the evolved world that no longer have a death penalty and free themselves from the time-consuming and costly yoke of trying to make it work.
