Supporters of six-bed residential care facilities for the elderly rally Tuesday at the Capitol to protect the option for seniors to live in the small care settings.

A package of bills in the Legislature would toughen state oversight of assisted-living homes in California.

Supporters of the legislation say changes are needed to prevent neglect, abuse and deaths in the facilities.

Owners of smaller facilities, however, say the changes could force their homes to close.
