Man surrenders after south Sacramento standoff

A Sacramento man surrendered to authorities this morning after an hourslong negotiation at his south Sacramento apartment, according to police.

Police arrested James Edward Duncan, 26, of Sacramento on suspicion of felony child endangerment and resisting arrest in connection with the incident. Duncan was being held at Sacramento County Jail in lieu of $500,000 bail.

Duncan was holed up for hours in the apartment on Clauss Court near Stockton Boulevard and Lawrence Drive after police arrived early Sunday on neighbors’ reports of gunshots in the area. Officers said they saw an armed man through a window of the apartment and called for negotiators. Officers later found a replica gun in the man’s apartment.

Police reported the man’s surrender just before 10 a.m. Sunday.

Two children, ages 3 and 5, were also in the apartment. They were reported safe and were taken into protective custody, authorities said.

Sacramento police had evacuated nearby apartments and set up a command post but were calling the measures “precautionary.”
