Video: Pan talks about how public and state employees suffer for poor government performance

During an hour-long interview with The Sacramento Bee Capitol Bureau’s staff on Monday, Assemblyman Richard Pan was asked about his legislative history of carrying labor-sponsored bills that clamp down on outsourcing services. Pan defended civil service laws as promoting good government, but acknowledged that the private sector should provide some services.

The Sacramento Democrat, who is running for the Sacramento-centered 6th Senate District, also said that sometimes the bureaucracy thwarts its own mission. He pointed to an Employment Development Department policy that he said prohibited some department branch workers from helping unemployed residents with obtaining benefits.
