Democratic legislators introduced a constitutional amendment Wednesday that would ask voters to change the state's two-thirds budget vote requirement, but only if lawmakers voted on the budget by June 15. The two-thirds requirement is blamed for annually delaying the budget's passage. One problem: To get on the ballot, the idea will take a two-thirds OK from legislators.
