Issue: Health care reform

What he's done so far: Proposed massive overhaul in 2007 that was killed in state Senate Cover all kids.

What he could do in 2010: Would be cheaper than universal health insurance.

Challenge: Obama, Congress might trump California on this issue.


Issue: Infrastructure

What he's done so far: With Legislature, placed $37 billion in bonds on 2006 ballot for flood control, schools, roads and housing. Voters passed them all.

What he could do in 2010:Ensure water supply, restore and preserve Sacramento-San Joaquin Delta with historic water deal

Challenge:Tough to bridge gap between conservation-minded Democrats and build-more-dams Republicans


Issue: Political reform

What he's done so far: Won voter approval in 2008 for independent commission to draw next set of political boundaries

What he could do in 2010:Pass open primary proposal that will be on June 2010 ballot

Challenge:Voters love the idea today; will they still after both parties trash it?


Issue: Education

What he's done so far: Squeezed school budgets but gave local districts more control over their money

What he could do in 2010:Give parents more public school choice; more accountability for schools

Challenge:Teachers unions have been big nemesis; they want more money, fewer strings


Issue: Taxes

What he's done so far: Cut them in 2003, raised them in 2009

What he could do in 2010:Favors radical plan to cut income, sales taxes; kill corporate tax and replace revenue with new tax on business net receipts

Challenge:Business and labor united for once: They all hate his plan


Issue: Environment

What he's done so far: Signed groundbreaking global warming bill in 2006; big subsidies for solar roofs

What he could do in 2010:Wants to nail down "cap and trade" market-based rules to reduce greenhouse gas emissions

Challenge:Democrats favor top-down regulations instead; business allies want to shelve entire plan plan in face of economic stagnation
