Item number three on paycheck printing has been busted. The event is scheduled for tomorrow, not today.

1. No Budget- Day 52 VO/SOT

The state budget is now 52 days late, and is now tied for the fourth longest budget delay in state history. Yesterday afternoon Governor Schwarzenegger urged lawmakers to reach a compromise, but there is no sign the legislative leaders are interested in reaching a deal. Efforting soundbites and video.

2. Land Use Power Grab Vote VO/SOT

The Assembly will vote today on a bill (SB375) intended to force local governments to follow state-imposed guidelines when making land-use decisions involving housing density, transportation planning and greenhouse gas emissions. Land use decisions have historically been the purview of local governments. Efforting soundbites and video.

3. State Paycheck Printing VO/FILE

State Controller John Chiang will open state printing facilities to photographers today while state employee paychecks for the month of August are being printed. The Controller is defying Governor Schwarzenegger's Executive Order to cut state employee pay to the federal minimum wage until the state's budget impasse is resolved. The independently-elected Controller says he can't legally cut state employee pay if the state treasury has the funds to cover payroll expenses. A judicial hearing to resolve the dispute between the Governor and Controller is scheduled for September 12th.

Health Care Funding- Groups who support more state funding for health care programs are staging a rally at the capitol this morning.

Delta Task Force- The Governor's Delta Vision Blue Ribbon Task force meets today and tomorrow to discuss its draft strategic plan for preserving the Sacramento-San Joaquin River Delta while ensuring an adequate water supply for the state. The delta provides two-thirds of the state's supply of freshwater.

Governor Arnold Schwarzenegger is in Sacramento He has no public events scheduled.

LEGISLATURE'S SCHEDULE

The Assembly is scheduled to convene at 10 a.m. The Senate will meet at 10:30.
