1. State Fire Response VO/SOT

State agencies are responding to fires in southern California, moving equipment and resources southward. Yesterday, Governor Schwarzenegger has declared a state of (fire) emergency for Los Angeles and Ventura counties. 2. Initiative Reform VO/SOT

The New America Foundation and the California Research Bureau is sponsoring a forum on proposals to change California's Initiative process. By the state constitution, the public is equally empowered as the legislature to make and change laws through the initiative process, but conventional wisdom is that decades of voter-passed initiatives has limited state government's ability to function. 3. Tribal Casino Controls VO/SOT

The Gambling Control Commission will discuss the minimum allowable procedures for monitoring Indian tribal casino gambling operations. State compacts with tribes give the state a percentage of tribal s casino profits, but casino operations must be monitored to assure the state is receiving the appropriate amounts. 4, Chicken Video VO/SOT

The campaign in support of Proposition2, a November ballot initiative that would place new limits on the management of farm livestock this morning is releasing a video purportedly showing what it considers to be inhumane conditions at an egg-production facility. Efforting soundbites and video.

Bio-Diesel/Alternative Fuel Standards- The California Air resources Board is holding workshops today to discuss proposed regulations/methods for measuring emissions from low-sulfur and bio-diesel fuels. Efforting soundbites and video.

SOS in Salinas- Secretary of State Debra Bowen is in Salinas this morning, discussing with high school students the importance of voting, and [articpating in mock elections.

Oprah on Prop 2- Chicago-based, nationally syndicated talk show host Oprah Winfrey reportedly will dedicate her entire show this afternoon to the discussion of California November ballot measure Proposition 2 (see item #4 above).

GOVERNOR'S SCHEDULE

Governor Arnold Schwarzenegger is in Los Angeles and San Fernando this morning, discussing the state's response to southern California wildfires.

LEGISLATURE'S SCHEDULE

Lawmakers are in recess until December 1st, the start of the new legislative session.
