1. Special Session Looms VO/SOT
Governor Schwarzenegger and legislative leaders are scheduled to meet at 2 p.m. today, purportedly to discuss timing for a special session of the legislature. The goal of the special session will be to revise the already deficit-laden state budget. Lawmakers could agree to cut spending, raise taxes, or some combination of both. Assembly Democrats also want to add mortgage reform legislation to the session's agenda. Efforting soundbites and video.
2. Prop 9 Rally VO/SOT
Supporters of Proposition 9, a November ballot measure titled the Crime Victims' Bill of Rights, will rally today at the capitol. Efforting soundbites and video.
3. Hindu Festival of Lights VO/SOT
Celebrants will observe Deepawali, a three-day Hindu Festival of light, with a day-long display of hundreds of battery-powered candles. The observance will be on the state capitol's North steps. Efforting soundbites and video.

Inmate Health Care- Federal Prison Receiver J. Clark Kelso will speak to reporters in San Francisco following this morning's hearing in federal court. Kelso has filed contempt of court charges against Governor Schwarzenegger and State Controller John Chiang for not directing state money to improve state prison inmate health carte facilities. A federal court has ruled California's current facilities and services are constitutionally inadequate.
Delta Fix - The first ever meeting of the Delta Vision Committee is scheduled for this afternoon. The committee, comprised of four Schwarzenegger cabinet secretaries and the president of the California Public Utilities Commission, will make recommendations to Governor Schwarzenegger on how to implement a strategic plan to assure the Sacramento-San Joaquin River Delta's supple of fresh water and environmental sustainability. The delta supplies about 2/3's of California supply of fresh water. The meeting occurs too late for CTNS coverage.
CHP Molest Arrest- A California Highway Patrol officer, 36-year old Sergeant Wayne Robert Alger, who's current assignment is to the CHP office that manages security for the state capitol, was arrested on Friday on charges of committing a lewd act with a girl under the age of 18. The alleged molestation is not believed to be connected to the Sergeant's work while on duty.
GOVERNOR'S SCHEDULE
Governor Arnold Schwarzenegger is in Fresno this morning for a Proposition 11 (redistricting reform) campaign rally. He will be in Sacramento this afternoon for a meeting with the so-called Big 5 (see item #1 above)
LEGISLATURE'S SCHEDULE
State lawmakers are in recess until Dec.1st, the start of the new legislative session.
