1. SOS on Election Prep VO/SOT
California's Secretary of State will discuss preparations this morning for the November 4th Presidential Election. The Secretary of State is responsible for conducting and certifying elections. Efforting soundbites and video.
2. Special Session Reax VO/SOT
Governor Schwarzenegger and state lawmakers yesterday agreed to call the legislature back in for a special session on November 5th, the day following the Presidential election. The special session's agenda will include closing the state's budget shortfall (estimated by one lawmaker yesterday at $10 billion dollars,) the housing foreclosure crisis, the nearly bankrupt unemployment insurance fund, and a stimulus package intended to reduce the state's unemployment. The Governor also said that later this week, there will be the formal announcement for the creation of what he called a Tax Modernization commission. Efforting soundbites and video.

The California Chamber of Commerce is offering tips to employers on policies that may help employers avoid sexual harassment charges during the Halloween party season. For example, employees wearing skimpy or revealing costumes could potentially lead to less than fortunate workplace incidents. Efforting soundbites and video.
4. Prop. 8 Rally VO/SOT
Supporters of Proposition 8, the November ballot measure that would outlaw same sex marriage and has become one of the most contentious issues on the ballot, will rally today at the capitol. Efforting soundbites and video.

Prison Receiver Hearing Results- At a hearing in San Francisco yesterday, a federal judge ruled that the state will have to pay Federal prison inmate health care receiver $250 million dollars to start building new inmate health care facilities by November 5th, or the Governor will be held in contempt of court at a hearing the next week. Receiver J. Clark Kelso is seeking a total of $8 billion dollars to build and operate new inmate health care facilities, after the same judge ruled the state's current inmate health care system is constitutionally inadequate,
T. Boone Pickens Pushes Prop. 10- Records from the Secretary of State's Office indicate the Clean Fuels Energy Corporation, owned by Texas oil and natural gas magnate T. Boone Pickens, has donated nearly $19 million to the campaign supporting passage of November ballot measure Proposition 10. Prop. 10's passage would allow the state to sell state bonds to subsidize the purchase of alterative fuel vehicles, including $2.5 billion of natural-gas powered vehicles, increasing the market for the natural gas Pickens sells. State taxpayers would be responsible for paying off the subsidy bonds.
New Car Sales Plummet-The California New car Dealers Association reports registrations of new cars and light duty trucks fell nearly 20 % in the third quarter (J-A-S) this year. Year to date, the decline compared to the same period last year is about 18%. The housing and credit crises are being considered the main factors driving the decline.
Feinstein for Governor?- In a recent interview, U.S. Senator Dianne Feinstein continued to fuel speculation she may run for Governor of California in 2010. While Feinstein has not declared her candidacy, she has not ruled out a gubernatorial run. Feinstein is considered one of the most popular politicians in California, and along with Attorney General Jerry Brown would quickly be among the most likely of Democratic candidates to secure that party's nomination.
CARB is Growing- Despite the state budget deficit, the California Infrastructure and Economic Development Bank will likely be moving out of the Californa EPA building to another state agency's headquarters, because the California Air Resources Board needs room to expand its operations. CARB is the state agency responsible for implementing regulations to enforce a 2006 law mandating the state reduce its total greenhouse gas emissions to 1990 levels by the year 2020. Some of those regulations will include new fees to fund CARB's expansion.
GOVERNOR'S SCHEDULE
Governor Arnold Schwarzenegger is in Los Angeles today, touring the installation of new solar panels at the Staples Center. This afternoon, he will tour a food processing plant in the City of Commerce.
LEGISLATURE'S SCHEDULE
The legislature is in recess until December 1st, but yesterday Governor Schwarzenegger announced he will call for a special session November 5th. The legislature may not actually convene until a day or two after that.
