1. Climate Change, Water Report VO/SOT

The California Department of Water Resources has released its water allocation estimates, saying it currently has only 15 percent of the water individual water agencies (primarily in the San Francisco Bay Area, Central Valley and southern California) have requested of it. The allocation estimates are based on water currently available following two relatively dry years. The allocation will be adjusted based on rain and snowfall totals during the winter months. The Department also released a report Thursday titled Managing an Uncertain Future: Adaptation Strategies for California's Water. Efforting soundbites and video on the contents of the report, and also the Department's latest forecast for whether California will have a dry, average, or wet winter.

2. Operation Boo VO/SOT

The California Department of Corrections and Rehabilitation (the state prison system) will attempt to ensue that all paroled, registered sex offenders will not have contact with children during Halloween parties and Trick or Treating this evening. 3. Alternative Fuels Hearing VO/SOT

The Assembly Transportation committee will hold an informational hearing this morning on developments in alternative fuels and related transportation systems. Efforting soundbites and video.

4. Prop 11 Debate VO/SOT

Representatives from opposing campaigns will debate the merits of the November ballot measure Proposition 11 (redistricting reform) at a debate today sponsored by the University of California Center-Sacramento. Efforting soundbites and video.

$10 Billion Deficit (and Growing?) State finance officials are now indicating the state's budget deficit may be as large as $10 billion dollars, confirming an off-handed estimate made by out-going Senate President Pro Tempore Don Perata earlier this week. In an effort to close the budget deficit, likely with a proposed combination of spending cuts and tax increases, Governor Schwarzenegger will formally call for a special session of the legislature next Wednesday, the day following the general election.

Absentee Ballots-Because absentee ballots must be received, not just postmarked by November 4th to be counted, those wishing to make sure their vote counts are urged to mail their absentee ballots quickly, in time to allow for postal delivery. Voters can also assure their absentee ballot will be counted by hand delivering it to their county voting registrar's office today, Monday or Tuesday, or by dropping it off at a polling place within their county on Tuesday.

CHP Graduation- One-hundred and fort-five CHP cadets will graduate this morning from the CHP Academy. The cadets will each receive their CHP badges with a unique number, and learn their first duty assignments as part of the ceremony.

Cal Expo and the NBA- The California Exposition (state fair) Board of Directors meets this morning. Their agenda includes a discussion of whether to extend their memorandum of understanding with NBA officials on efforts to build a stadium on the fairgrounds suitable for professional basketball games and a new home court for the Sacramento Kings. The stadium construction is part of a larger effort to redevelop the fairgrounds to include the stadium, as well as shopping and residential use.

Daylight Saving Time ends Sunday- Sunday morning at 2 a.m. it's time to turn clocks back one hour, as we gain an extra hour with the end of Daylight Saving (note there is no "S" at the end of saving) Time. The period we enter on Sunday is referred to as Standard Time. Clocks will be reset forward next March 8th.

GOVERNOR'S SCHEDULE

Governor Arnold Schwarzenegger will be in Columbus, Ohio this afternoon, stumping alongside U.S. Senator and Presidential candidate John McCain. Schwarzenegger made a similar campaign appearance in the battleground state for President Bush in 2004.

LEGISLATURE'S SCHEDULE

The legislature is in recess until December 1st, but the Governor has announced he will call for a special session November 5th. The legislature may not actually convene until days later. A new legislature will be sworn in on December 1st.
