MOST STATE EMPLOYEES, WHO DON'T HAVE NEW CONTRACTS, ARE TAKING TWO UNPAID FURLOUGH DAYS PER MONTH BY EXECUTIVE ORDER OF GOVERNOR SCHWARZENEGGER. REPUBLICAN ASSEMBLYMAN ROGER NIELLO SAYS THE STATE STILL HAS TO CLOSE A MULTI-BILLION DOLLAR BUDGET DEFICIT, WHICH COULD GET LARGER DEPENDING ON THE RESULTS OF THE SPECIAL ELECTION.

SUPER: ASSEMBLYMAN ROGER NIELLO/ R-FAIR OAKS

SOT: (:24)

SAYS: "WE KNOW THAT THINGS HAVE DETER-, DETERIORATED FURTHER SINCE WE, UH, INKED THE DEAL BACK IN, UH, BACK IN FEBRUARY, UH, AND, UH, I THINK WE ALSO NEED THAT, IRRESPECTIVE OF THE ELECTION, UH, THE ECONOMY CONTINUES TO DETERIORATE WHICH MEANS REVENUES WOULD FALL AND PROBABLY CASE LOADS AS, WILL RISE. THE ELECTION STANDS ONLY TO EXACERBATE THAT. UH, WE REALLY DON'T KNOW WHERE WE'RE GOING TO BE."

VO CONT'D: (:08)

ASSEMBLYMAN ED HERNANDEZ SAYS IT'S NOT APPROPRIATE FOR THRE TASTE TO GO BACK TO THE BARGAINING TABLE FOR A BETTER DEAL FROM THE S-E-I-U.

SUPER:ASSEMBLYMAN ED HERNANDEZ/ D-WEST COVINA

SOT: (:13)

SAYS: "I MEAN, THE S-E-I-U'S GIVEN UP QUITE A BIT, YOU KNOW, THEY HAD SOME FURLOUGH DAYS, THERE ARE TWO DAYS OFF, UH, PAID LEAVE, THEY'VE TAKEN A CUT IN THEIR PAY. UM, YOU KNOW, THIS IS AN AGREEMENT THAT'S MADE WITH THE GOVERNOR, WE'RE GOING TO BRING IT BACK UP FOR RECONSIDERATION LATER HOPEFULLY AND SEE IF WE CAN GET IT BACK OUT."

VO TAG:

HERNANDEZ SAYS IT'S LIKELY THE BILL WILL NOT BE BROUGHT UP AGAIN UNTIL AFTER THE MAY 19TH SPECIAL ELECTION.

EDITOR'S NOTE: NIELLO IS PRONOUNCED "NEE-lo."

EXTRA BITES:

SUPER:ASSEMBLYMAN ED HERNANDEZ/ D-WEST COVINA

ASKED IF THE STATE SHOULD BLOW UP THE CONTRACT AGREEMENT AND GO BACK TO THE BARGAINING TABLE WITH THE S-E-I-U.

SOT: (:13)

SAYS: "WELL, YOU KNOW, I WOULD HOPE NOT, BECAUSE THEY SPENT QUITE A BIT OF, UH, DUE DILIGENCE, THEY, YOU KNOW, S-E-I-U GAVE UP ON A LOT OF ISSUES, THEY CAME TO THE BARGAINING TABLE AND WORKED WITH THE ADMINISTRATION, AND I HOPE THAT IT'S NOT BLOWN UP, BECAUSE THAT'S A LOT OF WORK KIND OF DOWN THE DRAIN."

SUPER: ASSEMBLYMAN ROGER NIELLO/ R-FAIR OAKS

ASKED IF THE STATE SHOULD RE-OPEN CONTRACT TALKS WITH THE UNION.

SOT: (:13)

SAYS: "I'M NOT SAYING THAT, I'M JUST SAYING WE NEED, UH, TO SEE HOW ALL OF THESE, UH, PIECES OF THE PUZZLE, UH, ARE GONNA FALL, WHERE THEY'RE GONNA FIT TOGETHER AND WHERE THEY'RE NOT GONNA FIT TOGETHER AND I JUST THINK IT'S PREMATURE TO RATIFY THE AGREEMENT."

ASKED IF S-E-I-U MEMBERS WILL BE ANGRY THAT THE ASSEMBLY FAILED TO APPROVE A NEGOTIATED AGREEMENT.

SOT: (:15)

SAYS: "THAT IS CERTAINLY POSSIBLE, AND I HAVE A LOT OF STATE EMPLOYEES THAT ARE CONSTITUENTS, UH, BUT THIS BUDGET CHALLENGE, THIS HUGE BUDGET CHALLENGE WE HAVE, I HAVE TO LOOK AT THAT IN TERMS OF THE ENTIRE STATE, NOT JUST MY DISTRICT."

What You Should Know About Comments on Sacbee.com

Sacbee.com is happy to provide a forum for reader interaction, discussion, feedback and reaction to our stories. However, we reserve the right to delete inappropriate comments or ban users who can't play nice. (See our full terms of service here.)

Here are some rules of the road:

• Keep your comments civil. Don't insult one another or the subjects of our articles. If you think a comment violates our guidelines click the "report abuse" button to notify the moderators. Responding to the comment will only encourage bad behavior.

• Don't use profanities, vulgarities or hate speech. This is a general interest news site. Sometimes, there are children present. Don't say anything in a way you wouldn't want your own child to hear.

• Do not attack other users; focus your comments on issues, not individuals.

• Stay on topic. Only post comments relevant to the article at hand. If you want to discuss an issue with a specific user, click on his profile name and send him a direct message.

• Do not copy and paste outside material into the comment box.

• Don't repeat the same comment over and over. We heard you the first time.

• Do not use the commenting system for advertising. That's spam and it isn't allowed.

• Don't use all capital letters. That's akin to yelling and not appreciated by the audience.

You should also know that The Sacramento Bee does not screen comments before they are posted. You are more likely to see inappropriate comments before our staff does, so we ask that you click the "report abuse" button to submit those comments for moderator review. You also may notify us via email at feedback@sacbee.com. Note the headline on which the comment is made and tell us the profile name of the user who made the comment. Remember, comment moderation is subjective. You may find some material objectionable that we won't and vice versa.

If you submit a comment, the user name of your account will appear along with it. Users cannot remove their own comments once they have submitted them, but you may ask our staff to retract one of your comments by sending an email to feedback@sacbee.com. Again, make sure you note the headline on which the comment is made and tell us your profile name.
