State Auditor Elaine Howle has issued her semi-annual report detailing payroll abuses committed by state employees. 2. PAYBACK FOR LOTTERY PARTY PUSHED VO/SOT

Controller John Chiang is pushing Lottery Director Joan Boruki to pay back the 46 thousand dollars for a lavish staff party late last year to the lottery system. The party that featured expensive dinners and lavish gifts for lottery employees drew criticism from lawmakers but did not prevent her from being confirmed as the lottery director. 4. JERRY BROWN AND GREEN AIRPORTS VO/SOT

California Attorney General Jerry Brown is touting his efforts to reduce greenhouse gas emissions through agreements with local governments on their land use planning and construction standard requirements but is unwilling to state that local governments should curtail airport expansion projects.
