1. TAX DAY VO/SOT

The latest reports from the state controllers office indicate the state has spent more money than its received in income and sales taxes.
2. CRIME VICTIM AWARDS UNSCRIPTED
The governor and America's Most Wanted host John Walsh will present the Governor's Crime Victim's Advocacy Award to 12 recipients at the State Capitol this afternoon. Due to the late time of the event, this item will be fed raw and unscripted and there is a chance it might not make the 2:30 feed at all. Nonetheless, CTNS plans to send a photographer to the event.
3. LABELING BILLS VO/SOT
The Senate Agriculture Committee will consider legislation to require meat and perishable foods to be labeled with their country of origin. The country of origin labeling is currently only required on shellfish and fish. The Senate Judiciary Committee will also consider legislation that would require pet food ingredients and their country of origin be listed on the label. Efforting soundbites and video.
4. DOCTOR DEMONSTRATION VO
About 350 doctors in white lab coats will march to the Capitol to protest 10 percent cuts in Medi-Cal reimbursements to physicians. This protest is part of the California Medical Association's 34th annual legislative leadership conference. The association lobbies for doctors throughout California. Efforting soundbites and video.
5. AUTISTIC TODDLER TRANSITION BILL VO/SOT
Senator Tom Torlakson (D-Antioch) will discuss his bill that would develop a pilot project to improve programs for autistic toddlers transitioning from regional centers to school districts. Parents of children three and under can receive state assistance available for kids with developmental disabilities. Once the children turn three, the responsibility for education services shift to local school districts. Efforting soundbites and video.

Ocean Salmon Fishing Ban The State Fish and Game Commission will vote in a telemeeting on whether to ban ocean sport and commercial salmon fishing up to three miles off the California coast. The commission is expected to enact the ban which federal officials adopted last week for waters between three and two hundred miles off shore. Similar bans for the Central Valley and Klammath Rivers will be considered in May and June. The king salmon population has declined from hundreds of thousands to tens of thousands in the past three years. Scientists believe warming ocean temperatures reduced the salmons' food supply and pollution and pumping in the Sacramento-San Joaquin River Delta are some of the factors for the decline in population.
PVC Ban There will be a news conference at 2:30 to discuss a bill that would ban PVC used in packaging of electronics and food citing it as a toxic chemical.
Maternity Health Bill The Assembly Health Committee will consider legislation to require insurers to cover maternity services.
Rent Hike Disclosure Bill The Assembly Human Services Committee will consider a bill to require assisted living facilities for senior citizens to inform potential renters about prior rent hikes. The so called "Atria Bill" was in response to residents of those facilities experiencing costly rent hikes.
Open Textbooks The California Public Interest Research Group will have a press conference at UC Davis to highlight one thousand university faculty members' signed pledges to use "open textbooks" which are written by professors and posted online for free access by other professors students to bypass the publishing industry. CALPIRG has lobbied for bills to control text book costs.
Raw Milk Hearing The Select Food Borne Illness and the standing Agriculture Committees will conduct a joint hearing on the safety of raw milk at 3 P.M.

Governor Arnold Schwarzenegger is in Salinas for a budget reform event this morning and at the State Capitol for a crime victims award presentation this afternoon.
