1. ASSEMBLY SPEAKER SWORN IN VO/SOT Assembly Speaker Elect Karen Bass will be sworn in during a ceremony on the Assembly floor today at noon. Bass will be the first Democratic female speaker in California history and the first African American woman speaker in the United States. 2. "KNOW YOUR RIGHTS" HEARING VO/SOT Several immigrants rights groups will conduct a public hearing at the State Capitol on Saturday in response to recent raids and enforcement on illegal immigrants. SURPLUS PROPERTY HEARING VO/SOT The Senate Governmental Organization Committee will consider legislation authorizing the sale of some of the parking at the Cow Palace in San Francisco as surplus property. HANDS FREE CELL PHONE STATISTICS VO/SOT A researcher for the Public Policy Institute of California discuss his report regarding traffic fatality and accident changes in states that have adopted bans on hand held cell phones by drivers, and what can be expected when California's hands free only cell phones by drivers bill goes into effect in July. Governor Not Releasing Prisoners The governor's May revision to the budget will not include early release of about 22 thousand prison inmates to ease overcrowding and costs in the system as his January proposal did.

GOVERNOR'S SCHEDULE Governor Arnold Schwarzenegger is in Newport Beach for the New Majority Energy Summit in the morning and will attend Karen Bass's swearing in ceremony on the Assembly floor at noon.
