1. GOVERNOR RECOGNIZES ORGAN DONORS VO/SOT

Governor Arnold Schwarzenegger will proclaim today Organ Donation Day in California and recognize the three millionth organ donor who has signed up on the state registry. 2. TAX FREEDOM DAY VO/SOT

Today marks the day the average Californians' earnings do not go to the state and federal government, but to their own pocket. For most other states, April 23rd marks the day number of work days required to pay their taxes. California requires an additional week because California has the fourth most burdensome tax climate in the nation according to an Assembly Republican news release. Efforting soundbites and video from lawmakers regarding legislation requiring voters to provide photo identification to minimize voter fraud, given the United States Supreme Court's ruling upholding voter ID requirements in states which have them. Bills that would have required photo ID were killed along party lines in Assembly and Senate committees this legislative session.

State of the Air The American Lung Association will release its annual Nationwide State of the Air Test results. In this report, 26 California counties received "F" grades and 19 received "A" grades. The American Lung Association of California will conduct a news conference in Sacramento near the State Capitol this afternoon. Other news conferences are scheduled in Los Angeles, Oakland and El Centro today.

Climate Change Priorities The Air Resources Board will conduct a workshop to discuss implementation of the most cost effective policies to reduce greenhouse gases as the state sets policies for achieving 1990 carbon emission amounts before 2020.

Bus Drivers and Students Hate Budget Cuts State Schools superintendent Jack O'Connell will join classified employees in a Sacramento area school district to oppose budget cuts proposed by the governor. In the Folsom Cordova school district, the cuts will force the elimination of school bus service for most of the district's high school students. The superintendent will also join elementary through high school students for an anti cut rally at the State Capitol later in the afternoon.

Half Moon Bay Legislation The Assembly Local Government Committee will consider legislation to allow the City of Half Moon Bay to exempt 36 acres of coastal property from environmental laws to avoid making an 18 million dollar settlement payment to developers.

GOVERNOR'S SCHEDULE

Governor Arnold Schwarzenegger is in Sacramento for a State Capitol event highlighting the three millionth registrant on the California Organ Donor Registry this morning. This afternoon, he is taking part in a debate about public private partnerships for constructing public buildings, roads and other public works projects at the Beverly Hilton in Los Angeles.

LEGISLATURE'S SCHEDULE

The Senate and Assembly check in. Policy and budget subcommittees meet to discuss pending legislation and the 2008-2009 budget that is required to be signed by the governor before July 1.
