NO 409 PUBLIC NOTICE INVITATION TO BID The South Tahoe Public Utility District (STPUD) invites sealed bids for the construction of the 2010 Water Meter Installation Project - Phase 2. Bids will be received until 2:00 pm on Friday, December 11, 2009 at the STPUD Customer Service Office located at 1275 Meadow Crest Drive, South Lake Tahoe, California 96150. Bids received after this time will not be accepted, and will be returned unopened. Mailed Bids will not be accepted and will also be returned unopened. NO 41 PUBLIC NOTICE ORANGEVALE RECREATION AND PARK DISTRICT OFFICIAL SUMMARY OF ORDINANCE NO. 11-09-002 AN ORDINANCE ADOPTING CHAPTER 9.36 AND PORTIONS OF CHAPTER 6.68 OF THE SACRAMENTO COUNTY CODE The Board of Directors of the Orangevale Recreation and Park District is considering the adoption of Ordinance No. 11-09-002 which would adopt the provisions of Chapter 9.36 of the Sacramento County Code ("Chapter 9.36"), as amended to apply to District property and facilities, and portions of Chapter 6.68 of the Sacramento county Code ("Chapter 6.68"), as amended. Chapter 9.36 is summarized as follows: 1. Establishes the requirements for applications for permits. 2. Establishes the penalties for violation of the regulations and/or other state and/or local laws, rules, regulations, ordinances, codes and/or statutes, and provides District staff to cite and arrest persons for such violations. 3. Establishes the authority for the District to close any District parks and/or facilities and to set reasonable hours of operation. 4. Establishes the authority of the District to charge a fee for the use and/or services of its parks and the hours of operations of District facilities. 5. Prohibits the use and/or occupancy of District facilities without obtaining any necessary permit for activities of any kind on District facilities. 6. Prohibits and/or restricts certain use of the restrooms and washrooms, water pollution, refuse, consumption of alcoholic beverages, fires, fireworks, firearms, air guns and other weapons, depositing and/or removing materials on District property; unauthorized encumbrance of District property, disturbance and/or destruction of District property of any kind, including but not limited to buildings, sites, foliage, greenery, artifacts; duplicating locks and/or keys of the District; the use of shopping carts; the possession and/or use of glass beverage containers; and/or the operation of concessions on District property. 7. Regulates and restricts bringing and/or taking animals onto District property and establishes penalties for violating said regulations. 8. Restricts the use of motorized vehicles, bicycles, roller skates, inline sakes, roller skis and skateboards on District property including bicycle trails. 9. Regulates and/or restricts playing rough or comparatively dangerous games, swimming, the use of boats on District property, and /or sound amplification equipment. 10. Authorizes the District to establish and post regulations governing the use of District facilities. 11. Provides that any violation of the provisions of Chapter 9.36 of the Sacramento County Code constitutes a public nuisance. 12. Authorizes the District to appoint uniformed employees the power to issue citations for infractions of state, local and/or District rules and regulations.Sections 6.68.070, 6.68.130, 6.68.145 and 6.68.150 of Chapter 6.68 that are being considered for adoption are summarized as follows: 1. Establishing exterior noise standards with respect to activities being conducted on District property and/or facilities; 2. Establishes noise standards with respect to use of District property and/or facilities, including the use of radios, tape players and/or off road vehicles. NO 480 PUBLIC NOTICE Notice of Preparation of an Environmental Impact Statement/Environmental Impact Report (EIS/EIR) on the Natomas Post-authorization Change Report (PACR)/Natomas Levee Improvement Program (NLIP), Phase 4b Landside Improvements Project (Phase 4b Project) Project Description In accordance with the State CEQA Guidelines (California Code of Regulations [CCR] Section 15082), SAFCA has prepared a notice of preparation (NOP) to inform responsible and trustee agencies and interested parties that an EIS/EIR will be prepared for the Natomas PACR/NLIP Phase 4b Project. The overall purpose of the NLIP is to bring the entire 42-mile Natomas Basin perimeter levee system into compliance with applicable Federal and state standards for levees protecting urban areas. The Landside Improvements Project, which is a component of the NLIP, consists of four phases. The Phase 4b Project is one of the four project phases, and includes proposed improvements to a portion of the Natomas Basin's perimeter levee system and associated landscape and irrigation/drainage infrastructure modifications. In addition, project elements include: waterside erosion repair; modifications to roadways, pumping plants, and sump pumps; habitat creation and management; relocation, realignment, and removal of encroachments affecting the Phase 4b Project footprint; borrow site excavation and reclamation; and, the creation of a Class I bicycle and pedestrian trail along the Natomas Basin perimeter. The EIS/EIR will support the approval of the U.S. Army Corps of Engineers' (USACE's) Natomas Basin General Re-evaluation Report (GRR) and Natomas PACR. Additionally, the EIS/EIR will support the final project phase of the NLIP, the Phase 4b Project, which USACE plans to implement. In the event the Natomas PACR is not approved by Congress, however, the EIS/EIR will support the Sacramento Area Flood Control Agency's (SAFCA's) implementation of the Phase 4b Project should SAFCA choose to proceed without Federal participation. In order to implement the Phase 4b Project, SAFCA is requesting permission from USACE pursuant to Section 14 of the Rivers and Harbors Act of 1899 (33 United States Code [USC] 408), and Section 404 of the Clean Water Act (33 USC 1344), and Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403). The EIS/EIR will be prepared by USACE and SAFCA in accordance with the requirements of the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), respectively, to evaluate the significant environmental impacts of the Phase 4b Project. Project Location Encompassing approximately 53,000 acres, the Natomas Basin is bounded by the Natomas Cross Canal to the north, the Sacramento River to the west, the American River to the south, and the Pleasant Grove Creek Canal and the Natomas East Main Drainage Canal to the east. The Basin is protected from high flows in these tributaries and in the American and Sacramento Rivers by a Federal perimeter levee system. All project construction activities would take place in Sacramento and Sutter Counties. Probable Environmental Impacts The EIS/EIR will describe the direct and indirect significant environment impacts of the Phase 4b Project. The EIS/EIR will also evaluate cumulative effects of the project when considered in conjunction with the other phases of the NLIP and other related past, present, and reasonably foreseeable future projects, including other USACE (408) and SAFCA projects. On the basis of programmatic environmental analyses of the Phase 4b Project in previous NEPA and CEQA documents and relevant environmental analyses of previous project phases, USACE and SAFCA have determined that the probable environmental impacts of the Phase 4b Project include impacts to the following: agricultural resources; land use, socioeconomics, and population and housing; geology, soils, and mineral resources; hydrology and hydraulics; water quality; biological resources; cultural resources; paleontological resources; transportation and circulation; air quality; noise; recreation; visual resources; utilities and service systems; hazards and hazardous materials; environmental justice; and cumulative and growth-inducing impacts.
