The massive computer project is actually three separate but related "products." One was a dud, one is off to a rocky start, one might never be finished. Here's what they are or were supposed to be and where they stand.
V2:
The first phase of the project so-called "Version 2" is a system to handle traffic and criminal cases. The state Administrative Office of the Courts started V2 in 2003 when it hired Bearingpoint to take a system working in Ventura and Orange Superior Courts and extend it to 11 others.
The project was a failure and the system was scrapped after a crash-filled launch in July 2006 in Fresno Superior Court, where it is still running.
V3:
Later in 2003, the administrative office hires Deloitte to create a system to handle civil, probate and small claims cases for all state courts. Mental health cases are added later. Deloitte finished developing the system in 2005, and San Diego is the first court to begin installing it in November 2006. To date, six counties' courts have installed at least part of the Version 3 system. Their experience has been mixed.
V4:
In June 2006, the administrative office awards a no-bid contract to Deloitte to develop a setup adding family and juvenile cases and combining the systems into a comprehensive court case management system for all cases and all state courts. In September 2006, officials said the project would be done by July 2009. Now they say Version 4 development should be done in fall 2010 and running in three courts by 2012. There is no date for when it will be online in all 58 counties.

Don't use all capital letters. That's akin to yelling and not appreciated by the audience.
