Recall efforts were expected to be initiated Monday night against four trustees of Dry Creek Joint Elementary School District over layoff notices for teachers.
The trustees approved the layoff warnings in March for 35 teachers mostly veteran educators not certified to instruct English language learners.
Residents backing the recall said they are targeting board President Tracy Pittman and trustees Diane Howe, Barry Stillman and Ryan Darke.
The group will not seek to recall trustee Anne Silberstein, who publicly denounced layoff notices based on CLAD certification, said Nina Lemke, a leader in the recall effort.
CLAD certification refers to Cross-cultural, Language and Academic Development training to teach students who don't speak English as a native language.
District Superintendent Mark Geyer said 28 of 35 layoff notices already have been rescinded, following an administrative judge's advice.
But some community members remain upset.
"The community has lost trust in their elected school board members and are taking proactive steps to ensure quality education remains the centerpiece in the district," Lemke said.
In an interview Monday, Geyer said triggering a recall election requires collecting signatures from 20 percent of the registered voters in the district, which spans the Placer and Sacramento county line.
