Story appeared in ELK GROVE LAGUNA section, Page G5
Recently, the Elk Grove section of The Bee ran guest commentaries regarding the Elk Grove sphere of influence.
Both Vice Mayor Pat Hume and Wilton Action Group leader Bill Kutzer had strong opinions regarding the sphere.
From Elk Grove and Wilton residents to the Elk Grove City Council meetings, where the sphere was discussed and voted on, it seems we are all fixated on the word "annexation." In doing so, all conversation and communication shuts down.
Annexation does not necessarily mean a higher level of development. Stopping annexation does not necessarily stop development. We must plan for the development we want, rather than wait for development by increment driven by developers.
The important issue is that we residents have predictable and smart planning that best serves our vision for the future.
Inevitably, visions will conflict with one another, and not all objectives will be satisfied. Planning needs to be an exercise in compromise to the net benefit of all.
Discussion, however, seems to have become very convoluted. We are still left to ask ourselves, "What does it all mean?"
The issues that give rise are not simple. The challenges include the appropriate degree of representation in the decision-making and the balancing of public and private interests.
But in trying to understand it all, The Bee is to be commended for running "ying and yang" commentaries, as should Hume and Kutzer for writing them.
