An appeal of a Planning Commission decision to allow a dog boarding and training center at 525 Levy Road was denied by the Folsom City Council Tuesday night, following a four-hour hearing.
The appeal was filed by the Islamic Society of Folsom, which is building a mosque next to the site, and two nearby residents.
Cited in the appeal were concerns about noise and the facility's effect on the health and safety of children attending school in the mosque.
The Planning Commission approved a conditional use permit for the Folsom Dog Resort & Training Center last month, saying the property was appropriately zoned and in a mixed-use area that includes several industrial operations.
The City Council denied the appeal on a 4-1 vote, with Councilman Eric King casting the lone dissenting vote.
