Most bills enacted by the state Legislature take effect on Jan. 1, so traditionally, California's major newspapers each December publish lengthy articles about new laws that the state's residents will have to follow.

Millions of Californians with limited English proficiency now have the right to an interpreter from their commercial health and dental plans – made possible by a first-in-the-nation law aimed at dismantling the language barriers that get in the way of good medicine.

Here are some proposed laws that won't be taking effect today.

California's long-running effort to crack down on sugary alcoholic beverages popular among young drinkers apparently has fizzled.
