Families of mentally ill children struggle for access to residential treatment

Three years ago, California shifted the responsibility for – and cost of – decisions about residential placement and other intensive treatments for students with mental illness from the counties to the schools. Doctors and advocates who specialize in mental illness say many school districts are taking a narrower view of which students qualify for such services and refusing expensive, off-campus placements for families in desperate need of help.
