State bureaucracy knows how to grow

Re "Her goal: Sharper edge for bureaucracy" (California Focus, Dec. 29): I predict that it will be determined in about two years from now that the state Government Operations Agency won't have fulfilled its mission to make California’s government more efficient. So, bureaucrats will need to create a new, larger state agency to provide oversight and guidance so that the GOA can be run more efficiently.
