Water hose joke would need EIRs

Re "Drought may have some upside" (Letters, Jan. 3): A recent letter writer joked that during the drought, we could use a garden hose to transport our water to Southern California. I think it's a great idea, but it's doomed to failure: The garden hose plan probably would require a dozen environmental impact reports and hundreds of permits from cities, counties, the state and the feds. On the bright side, when laying out the pathway for our hose, we could use eminent domain laws to confiscate folks’ property.
