Re "Big cut in water release to river" (Page A1, Jan. 7): We have another drought year, and another call for consumers to limit their water use. I'm all for doing my part, but commercial, industrial and institutional organizations account for a third of urban water use. Yet I've never been asked at work to conserve water. Every shower in every hotel I have stayed in has had water pressure like a fire hose. Is it fair to lay all responsibility for water conservation on consumers?
