Endangered Species Act is not roadblock

Re “House speaker talks drought” (Capitol & California, Jan. 23): On Jan. 22, House Speaker John Boehner, R-Ohio, and Central Valley House Republicans held a news conference in Kern County about unveiling emergency drought legislation to send more water from the Sacramento - San Joaquin River Delta to farms. This would decrease water for fish like steelhead, Delta smelt and several populations of endangered salmon. These congressmen see the Endangered Species Act as a roadblock to their political agenda of delivering water to farmers, but this is far from the truth. The ESA offers many incentives for landowners to work with government agencies responsible for wildlife conservation.
