Twin Rivers must open bidding

Re “Classrooms still cold while HVAC units idle” (Page A1, Jan. 27): Perhaps the problem is that Twin Rivers Unified School District does not put its work up for public bidding, but keeps it only with favored companies. If the district didn't so limit who does the work, it could better afford to have these heating and air-conditioning units installed. Costs will continue to be very high if district officials keep contracting for work on a piece-meal basis. They are allowed to do this by keeping projects under a fixed maximum dollar amount. The high costs, in turn, give district officials the excuse of not being able to afford having the work done. -- Rhonda Pitcher, Rio Linda
