Home cisterns would save water

New home builders should be required to put in 1,000-gallon filtered cisterns with pumps. The rain gutter systems from the roofs would be directed into the cistern. The overflow would return to the street. This water would be used for outside landscaping. A hundred homes would give you 100,000 gallons of saved water. That's a good start for new home conservation.
