Homeless doesn't equal panhandling

Re "Known for its generosity, Auburn sees more homeless" (Our Region, March 8): Auburn and Placer County are working hard to manage a growing homelessness issue. Auburn and Placer County are working hard to discourage panhandling.

While these issues do overlap, they are not synonymous and shouldn't be casually treated as such. Panhandling is almost always a choice. Homelessness quite often is not.
