Bring back the draft

Re "Russian action in Crimea revives fear in Baltics," (Page A1, March 10): President Barack Obama is content to minimize the government's obligation to provide national security. He allowed severe cuts to military preparedness in people, training, and equipment. His decisions are budget related, so it's time to re-institute the military draft.
We could maintain the current volunteer warrior military, and provide the non-fighting support staff by creating a two or three-year draft obligation. Minimal salary would be paid. Shorter duration of service would reduce health and retirement costs, thereby reducing budgetary pressure, and America would maintain a strong military.
This plan would reduce youth unemployment, be gender neutral making both sexes eligible for the draft, encourage people to develop skills, and introduce discipline and responsibility. A what-can-I-do-for-my-country philosophy could be reestablished.
