Pay raises should be earned

Re "Statewide officials, legislators look closer to raises" (Capitol & California, March 14): Any increase in tax revenue should be returned to taxpayers rather than used to boost compensation to the legislators. Naive, I know. More compensation for less productive work, rather than fair compensation for more productive work is a California tradition.
The article describes the process and makes comparisons to others in government, but nowhere does he mention the most important criteria for job compensation: performance. Based on performance, the answer would have to be a resounding no.
