Waive the waiver

Re "Teachers' union fighting new plan" (Our Region, March 30): Interim superintendent Sara Noguchi should stand behind her own understanding that "nothing can usurp the collective bargaining agreement" and rid herself and Sacramento City Unified School District of the CORE waiver.
For the CORE waiver application to be valid, SCUSD was contractually required to meet with Sacramento City Teachers' Association before submitting it to the Department of Education. Having since admitted that no such meeting ever occurred, SCUSD's application is, in effect, now null and void. Labeling it a mistake can not change that.
