Speeders live everywhere

Re "Downtown gets overlooked" (Letters, April 23): With all due respect to Pete Seeger, the letter writer's snarky jab at the Sacramento suburbs does nothing to advance the conversation around Fix50 and seems to be something of a non sequitur.
Does he imagine that people will drive even faster to the on-ramps because a lane is closed on the freeway or that these drivers will avoid the freeway altogether and redirect their compulsive on-ramp-speeding tendencies to surface streets?
I wish it were so simple, but speeding transcends geography and demography. Besides, does he never use the freeways?
