Bags or behavior

Re "Time to bag the plastic" (Forum, May 18): Mariel Garza's diatribe against plastic and paper bags for customers misrepresents the facts and is a ruse. Her real intent, and that of the legislation, is stated at the end of her article. It is to change behavior, like it or not.

The legislation itself proves this. The charge of ten cents per bag is nothing but a bribe to the stores to support the legislation; otherwise the charge would go to cleaning up the environment, the stated goal of the legislation. It's not about bags; it's about controlling your behavior.

Indeed, a major problem in California is that politics is used control its citizens' daily lives. This has given the state a bad name and restricted the rights and lives of its people. Politicians are supposed to represent us, not repress us.
