Region needs parking policy

Re "Arena parking plans hazy" (Page A1, May 19): The city of Sacramento should be charging market rates for on-street and garage parking. Parking is never free to provide. However, it will be difficult for downtown to thrive and more difficult for the arena's financing scheme to succeed when parking in most of the region is given away for nothing.

There needs to be a regional policy on parking. As long as parking is 100 percent subsidized in most places, the playing field will be uneven and the environment will suffer. Downtown Sacramento will be less competitive and residents will be encouraged to drive more and walk, bike and use transit less.
