Re "State Parks System needs an innovator" (Editorials, May 23): Your editorial clearly stated the importance of the California state park system and properly expressed the need for an innovative director.

Even more importantly, however, the system needs an experienced park manager, someone who understands that parks' cultural, natural, and recreational values are the very essence of the system.

Gov. Jerry Brown must act to fund parks adequately. It is not enough for a director to be innovative and energetic. Innovative ideas without the means to implement needed change are valueless.

Former California state parks directors have advanced to the executive level of the National Parks Service. Perhaps it is time to reverse this trend and recruit a qualified manager from national parks to be director of our state parks system.

The California state park system will never regain its previous eminence if its directors are appointed because of their political connections rather than their parks experience.
