Golden lawns in the Golden State

Re "Hefty overwatering fines would make clear California is in a drought" (Editorials, July 14): For years, the city and county planners designed home landscaping to drain into the gutters.The front yards are slopped down to allow run-off to clean the city gutters. My home is that way, and why should I be fined $500 for what the city and county planner put in place?

If they are serious about conserving water, help defray the cost of redoing their bad planning.
